FCC Increases Vanity Call Sign Fee for FY 2015

UPDATE:  On August 29, the FCC issued a Report & Order setting the vanity call sign fee at $21.40 for FY 2015 for a 10-year license term, according to “The ARRL Letter”.
From The ARRL Letter:
“The FCC has adjusted very slightly downward — to $21.40 — its proposed Amateur Service vanity call sign regulatory fee for Fiscal Year 2014. In a June Notice of Proposed Rule Making (NPRM), the Commission said it intended to hike the current $16.10 vanity fee to $21.60 for the 10-year license term. The FCC released a Report and Order and Further Notice of Proposed Rulemaking (R&O) in the proceeding on August 29, in which it recalculated the fee to $21.40 for the 10-year license term. The $5.30 increase still represents the largest vanity fee hike in many years. The new $21.40 fee does not go into effect until 30 days after the R&O is published in The Federal Register.

In the R&O, the FCC said it considered eliminating the regulatory fee for Amateur Radio vanity call sign applications and for other services but decided not to do so “at this time,” because it lacks “adequate support to determine whether the cost of recovery and burden on small entities outweighs the collected revenue; or whether eliminating the fee would adversely affect the licensing process.” The Commission said it would reevaluate this issue in the future to determine if it should eliminate other fee categories.

The FCC’s Office of Managing Director sets the actual fee vanity call sign fee, based on Wireless Telecommunications Bureau projections of new applications and renewals, taking into consideration existing Commission licensee databases, such as the Universal Licensing System (ULS) database.

The FCC reported there were 11,500 “payment units” in FY 2014. The Commission said the vanity program generated an estimated $230,230 in FY 2013 revenue, and it estimated that it would collect nearly $246,100 in FY 2014.

The vanity call sign regulatory fee is payable when applying for a new vanity call sign or when renewing any vanity call sign designated as “HV” in the FCC’s ULS database.”

Audubon Bird Tracking Project

If someone is interested, the Audubon Society is trying to track bird migrations by attaching radio tracking equipment to birds.

Message:

I coordinate an Audubon Conservation Program involving a small bird that roosts in chimneys.  In early Sept we hope to capture six of them in Yakima WA and attach small radio transmitters.  We release them immediately and attempt to pick up their signals in the following days at the major known roost sites to the west and south.  We have a known roost site near Richardson Bay.  Any chance you could put me in contact with someone with a scanner who would be interested in being involved in this project?

We’re having the .5 gram transmitters made up for us by ATS.

ARRL Urges Grassroots Support for HR.4969

ARRL President Kay Craigie, N3KN, has issued an urgent call to all radio amateurs to get behind a grassroots campaign to promote co-sponsorship of HR.4969, “The Amateur Radio Parity Act of 2014.” HR.4969 would require the FCC to extend PRB-1 coverage to restrictive covenants. It was introduced in the US House with bipartisan support on June 25 at the request of the ARRL, which worked with House staffers to draft the legislation. The measure would require the FCC to apply the “reasonable accommodation” three-part test of the PRB-1 federal pre-emption policy to private land-use restrictions regarding antennas. The bill’s primary sponsor is Rep Adam Kinzinger (R-IL). It had initial co-sponsorship from Rep Joe Courtney (D-CT).  If the measure passes the 113th Congress, it would require the FCC to amend the Part 97 Amateur Service rules to apply PRB-1 coverage to include homeowners’ association regulations and deed restrictions, often referred to as “covenants, conditions, and restrictions” (CC&Rs). At present, PRB-1 only applies to state and local zoning laws and ordinances.  Contact your congressperson to ask for their support of this resolution, or to become a co-sponsor.

Night of Nights 2017

MRHS
This event is held annually on July 12, to commerate the retirement of commercial CW in 1999. The orginal equipment, which has been restored, is re-activated to communicate with other restored stations around the world.

It’s that time of year again.  Time to honor all those ops who came before us by preserving their skills, traditions and culture through on the air operations.
Why 12 July?  Long time True Believers know the story.  But it may be worth repeating for new arrivals and to remind everyone of the traditions we hope to keep alive.
On 12 July 1999 some very tough looking grizzled old radio pioneers had tears in their eyes as the last commercial Morse code radiogram was sent. It was the end of an era. And as the last beeps faded away into the static they witnessed the end of the career to which they had devoted their lives.
These men – and some women – had stood watch over the airwaves on shore and at sea. Theirs was mostly the business of maritime commerce. But when their ship was in peril they were called upon to send the most electrifying three letters in radio, S O S, knowing that all their fellow radio operators would press their earphones close to get every scrap of information and bring aid to their stricken ship.
Once, our coasts were dotted with great Morse code radio stations, all communicating with ships at sea. They’re all gone now… all except one, the one they called the Wireless Giant of the Pacific, located at Point Reyes.
On that sad day in 1999 another event took place. The Maritime Radio Historical Society (MRHS) was formed. We made it our life’s work to honor the men and women of wireless by restoring that wireless giant. One year and one minute later the giant’s voice once again spanned the oceans as we picked up the thread and kept the faith with our colleagues of the air.
Every year since, in an event that became known as the Night of Nights, Morse code station KPH has returned to the air, joined by KFS and the station of the MRHS, KSM.
This is a global and local event.  Hundreds of listeners around the world will be waiting with their earphones on, waiting for the signals of the great station to once again arc over the dome of the Earth to their receivers.
You can be with us in person!
Dozens of people will join us at the RCA receiving station in the Point Reyes National Seashore to watch as the signals are transmitted by hand using vintage telegraph keys.
A guest operating position will be available so bring your key and ‘phones or use ours and operate K6KPH.  No license required!  So if you’re an ex-commercial op who never became a ham here’s your chance to sling some Morse again.  Or if you hold a current commercial radiotelegraph ticket you can operate KPH, KFS and/or KSM and have your license endorse to that effect.

Eighteen  transmitters will be on the air from the MRHS transmitter site in Bolinas! That doesn’t include transmitters held in ready reserve in case of failure.  Members of the crack MRHS Transmitter Department and the H Set Team will be on hand to assure that all goes well.

FCC Okays Changes to Amateur Radio Exam Credit, et al.

In a wide-ranging Report and Order (R&O) released June 9, the FCC has revised the Amateur Service Part 97 rules: changes will be effective 30 days after publication in The Federal Register.  The FCC announced that the changes would take effect on Monday, July 21.  The Federal Register published the new rules on June 20, according to the ARRL. Ed.

Credit for expired General, Advanced, and Amateur Extra license elements will be granted, provided that former licensees, beyond the two-year grace period, pass the Element 2 (Technician) examination.  Former General and Advanced Class licensees will be granted Element 3 (General) credit.  Former Amateur Extra Class licensees will be granted Element 3 (General) and 4 (Extra) credit.  There will no credit granted to an expired Certificate of Successful Completion of Examination (CSCE).  Applicants must submit documentation of their formerly held license class, to claim examination element credit.  All former licensees must pass the current Element 2  (Technician) examination.  Exam Element Credit

The FCC declined to reduce the required number of Volunteer Examiners from three to two.

The FCC allowed the option to conduct examinations by videoconferencing or other remote means, provided that at least one VE is present at the test location.  The mechanics are to be addressed by the administering VE’s and their accrediting VEC.

The FCC authorized TDMA emissions in the Amateur Service.

The FCC also will make “certain minor, non-substantive amendments to the Amateur Service rules”, and correct “certain typographical or other errors” in Part 97.

Next Monthly Meeting Date

The next regular monthly meeting of the Marin Amateur Radio Society will be Friday, April 05, 2019, and will be held at the Alto Clubhouse, at 19:30.  No speaker has been scheduled. *** Please RSVP to: rsvp@w6sg.net/ if you plan to attend the pre-meeting dinner, so we have enough food. ***  (Meetings are normally held on the first Friday 7:30 PM, monthly; except July and December.) The next Board of Directors meeting is scheduled for Thursday, April 11, 2019, 7:30PM, at the Alto Clubhouse.  Members and guests are welcomed.  (Normally held the second Thursday 7:30 PM, monthly.)

There is an informal get together at the Alto Clubhouse, weekly on most Sunday mornings; 08:30 – 11:30ish.  If there is a holiday that falls on Sunday, sometimes no one opens up the clubhouse.  The CW practice group and the repair group meet Sundays at the Clubhouse around 10:00am.

The HF Sunday Morning Net is scheduled at 09:00 am on 3915 kHz Lower Side Band (LSB), the VHF Sunday Morning Net is scheduled at 10:15 am, on the simulcast system (146.700 MHz). See: Nets for more information.

Silent Key: George Klein WR6D

We are saddened to announce that George Kline, WR6D, passed away April 17th 2014 while hiking on Mount Tamalpais at the grand age of 98. George was a founding member of the Marin Amateur Radio Society (Club).
