The Amateur Radio Parity Act, H.R. 1301- UPDATE

It’s now down to the wire: This is the last opportunity for you
to urge your US Senators to support the Amateur Radio Parity Act
(H.R. 1301) when it comes up during the “lame duck” session of
Congress that adjourns in a couple of weeks. The House of
Representatives approved the bill in September, and the Senate must
follow suit if the bill is to succeed. If it fails in the Senate,
the entire process will have to be repeated in the new Congress. The
legislation is now in the Senate in two forms – as H.R. 1301 and
alternately in the packaged bill S. 253

September’s victory in the US House culminated many years of effort
on ARRL’s part to gain legislation that would enable radio amateurs
living in deed-restricted communities to erect efficient outdoor
antennas that support Amateur Radio communication. The measure calls
on the FCC to amend its Part 97 rules “to prohibit the application
to amateur stations of certain private land-use restrictions, and
for other purposes.”

While similar bills in past years gained some traction on Capitol
Hill, it was not until the overwhelming grassroots support from all
of you for H.R. 1301, and our relentless efforts on Capitol Hill that
this bill made it this far.

General Upgrade Class Canceled

The East Bay Amateur Radio Club was to begin a General upgrade class on Tuesday, September 13, 6:30 PM, at the WCCUSD Adult School,  Alvarado Campus, in Richmond, CA.  The class has been canceled due to a lack of students.
The Saturday Technician class at 9:30AM at the same location, does have enough students to continue.

Marin Girl Scout Leaders to meet at Alto Clubhouse Though April 2017

Because their normal meeting place is un-available because of renovation, the Board of Director’s approved the Girl Scouts Leader Support group using the Alto Clubhouse for their monthly meetings on Tuesday evenings on the following dates:
September 13, October 18, November 15, January 17, February 07, March 14, April 18. The dates have been posted on the Calendar Page.
The meetings take place between 6 and 10 PM, on those evenings.

Technician Class Starts September 07

Where?

  • Classes at the Marin Amateur Radio Society Clubhouse at 27 Shell Rd. Mill Valley (Google Map).

When?

  • Beginning on Wednesday, September 7 at 7PM we will be holding 7 weekly sessions to prepare you for your exam.
  • The exam session is scheduled for Wednesday, November 2, at 7PM.

What will we learn?

The Technician Class Amateur Radio License is the entry level license, and passing the Element 2 exam is a prerequisite to be issued a new FCC issued Amateur license. Subjects covered on the Technician exam include basic electrical theory, radio wave and propagation theory, basic operating practices, FCC rules and regulations, and safety. This is also the license class examination that is required to be passed for re-entering amateur licensees to reclaim some of the privileges that the previous license granted. See: Exam Element Credit for more information. It is NOT an instant restoration of privileges. The Element 2 Exam is a proctored 35 Question multiple-choice test.

There is a multiple-choice question proctored examination (Element 2) that must be passed in order for the FCC to issue you a new license.

KJ6WSV, DJ Ovida Needs Volunteers on Saturday, August 13

I am a volunteer at the Rosie the Riveter Visitor Center and I have been asked to recruit monitors for the upcoming Rosie challenge to retake the title of most Rosies in one place at the same time. If you recall, Richmond had over a thousand Rosie’s at the marina. That lasted about two months and the folks in Ipsalanti, MI came back with over two thousand. Our goal this year is five thousand.
The rally will take place Saturday, August 13, 2016 at the Craneway Pavillion, Ford Assembly Plant, 1414 Harbour Way South, Richmond, CA 94804 (Next door to the National Park Visitor Center), starting at 10:00AM. We are required to have one monitor for every fifty people attending. That’s 100 monitors. I am asking CERT’s and HAM radio operators to step up to this challenge. It will be a non disaster opportunity to serve the community and a great exercise and exposure for HAM and CERT groups. HAM’s not part of a CERT or RACES group are welcome, please RSVP.
If CERT members are not allowed to wear their vests and helmets the Park Service will provide vests.
I will use ICS protocol for communication and reporting. Their will be an IC for sign in and Net Control for radio communicators. Amateur and FRS radios are welcome.

Delay in Upgrades / New Licenses Issued

FCC Investigating Amateur Radio, Commercial Application Processing Glitch

The FCC information technology staff is continuing to look into why the Universal Licensing System (ULS) Electronic Batch Filing (EBF) system has stopped processing at least some — and perhaps all — Amateur Radio exam session files and applications. The stoppage, which began on June 28, initially affected the handling of all Amateur Radio Volunteer Examiner Coordinator (VEC) and commercial license applications, said ARRL VEC Manager Maria Somma, AB1FM, who alerted the FCC IT Department. Somma said that by June 30, it appeared that the FCC had corrected the broader problem, and processing of most Amateur Radio VEC and commercial applications and exam session files had resumed.

“The fix for the ARRL VEC remains elusive, however,” said Somma. “I assumed the issue would be cleared up quickly as the FCC has done in the past.” She added, that the FCC has been unwilling to reveal the extent of the problem, which she believes still could be affecting applications from outside the ARRL VEC.

According to Somma, resolving the problem has been escalated to Priority 1 at the FCC, and resources have been reprioritized to address the issue.

“I have been in contact with the FCC every day inquiring about their progress and will continue to do so until the problem is resolved,” Somma said. “I have also asked them to provide us with an alternate filing option as soon as possible.”

Somma said that as of July 6, the ARRL VEC had more than 900 applications and nearly 275 exam sessions in the queue and awaiting FCC processing.

“As soon as the FCC staff discovers and corrects the EBF system problem, we will immediately file the backlog, which would take only a day or so to release,” Somma estimated.

She said a lot of candidates and volunteer examiners have begun asking why new call signs or license upgrades have not yet been issued, and she is sympathetic with their concerns. “We usually transmit the exam sessions to FCC as soon as possible, which is 24 to 48 hours from the day they are received in our office,” she said. “Therefore, questions from the field about the delay are understandable.”
