Volunteer Examiners (VEs) are licensed amateurs who have been accredited by one or more Volunteer Examiner Coordinators (VECs), and volunteer their time to conduct license examinations for other amateurs, and persons interested in becoming amateurs. The requirements are that applicants must possess a current General Class or higher license, and have no previous suspensions or revocations of their privileges by the FCC. The exam sessions at the Marin ARS are conducted by VEs accredited by the ARRL-VEC.
Examination sessions are conducted according to FCC Part 97 regulations and the sponsoring VEC’s rules. There must be at least 3 examiners present to conduct an examination session, under current rules.
Certificates of Successful Completion of Examination (CSCE’s) are issued to examinees at a Volunteer Examination Session, who successfully complete one or more examination elements. These CSCE’s are valid for 365 days from the date of issue, for the examination element credit(s) indicated, unless voided by the VEC or the FCC. Each VEC may have their own CSCE form.
The Volunteer Examiner Coordinators (VECs) are organizations that accredit Volunteer Examiners, prepare testing materials, assure that examination sessions are conducted according to the rules, receive and review the completed application and test materials, and prepare the application for submission to the FCC as an electronic file.
The National Conference of Volunteer Examiner Coordinators (NCVEC) coordinates between the various FCC certified VECs, agrees on standard forms and practices, and their Question Pool Committee prepares the question pools of exam questions and answers for the written tests.
