{"id":7492,"date":"2017-01-13T15:07:53","date_gmt":"2017-01-13T22:07:53","guid":{"rendered":"http:\/\/w6sg.net\/site\/?p=7492"},"modified":"2017-01-13T15:45:17","modified_gmt":"2017-01-13T22:45:17","slug":"arlb004-arrl-asks-fcc-to-allocate-new-5-mhz-band","status":"publish","type":"post","link":"http:\/\/w6sg.net\/site\/arlb004-arrl-asks-fcc-to-allocate-new-5-mhz-band\/","title":{"rendered":"ARLB004 ARRL Asks FCC to Allocate New 5 MHz Band"},"content":{"rendered":"<p>From ARRL:<\/p>\n<p>SB QST ARL ARLB004<br \/>\nARLB004 ARRL Asks FCC to Allocate New 5 MHz Band, Retain Channels<br \/>\nand Current Power Limit<\/p>\n<p>ARRL has asked the FCC to allocate a new, secondary contiguous band<br \/>\nat 5 MHz to the Amateur Service, while also retaining four of the<br \/>\ncurrent five 60-meter channels and current operating rules,<br \/>\nincluding the 100 W PEP effective radiated power (ERP) limit. The<br \/>\nfederal government is the primary user of the 5 MHz spectrum. The<br \/>\nproposed action would implement a portion of the Final Acts of World<br \/>\nRadiocommunication Conference 2015 (WRC-15) that provided for a<br \/>\nsecondary international allocation of 5,351.5 to 5,366.5 kHz to the<br \/>\nAmateur Service; that band includes 5,358.5 KHz, one of the existing<br \/>\n5 MHz channels in the US.<\/p>\n<p>&#8220;Such implementation will allow radio amateurs engaged in emergency<br \/>\nand disaster relief communications, and especially those between the<br \/>\nUnited States and the Caribbean basin, to more reliably, more<br \/>\nflexibly and more capably conduct those communications [and<br \/>\npreparedness exercises], before the next hurricane season in the<br \/>\nsummer of 2017,&#8221; ARRL said in a January 12 Petition for Rule Making.<br \/>\nThe FCC has not yet acted to implement other portions of the WRC-15<br \/>\nFinal Acts.<\/p>\n<p>The Petition for Rule Making can be found on the web in PDF format<br \/>\nat, <a href=\"http:\/\/www.arrl.org\/attachments\/view\/News\/87580\" target=\"_blank\">http:\/\/www.arrl.org\/attachments\/view\/News\/87580<\/a> .<\/p>\n<p>The League said that 14 years of Amateur Radio experience using the<br \/>\nfive discrete 5-MHz channels have shown that hams can get along well<br \/>\nwith primary users at 5 MHz, while complying with the regulations<br \/>\nestablished for their use. &#8220;Neither ARRL, nor, apparently, NTIA is<br \/>\naware of a single reported instance of interference to a federal<br \/>\nuser by a radio amateur operating at 5 MHz to date,&#8221; ARRL said in<br \/>\nits petition. NTIA &#8211; the National Telecommunications and Information<br \/>\nAdministration, which regulates federal spectrum &#8211; initially<br \/>\nproposed the five channels for Amateur Radio use. In recent years,<br \/>\nAmateur Radio has cooperated with federal users such as FEMA in<br \/>\nconducting communication interoperability exercises.<\/p>\n<p>&#8220;While the Amateur Radio community is grateful to the Commission and<br \/>\nto NTIA for the accommodation over the past 14 years of some access<br \/>\nto the 5-MHz band, the five channels are, simply stated, completely<br \/>\ninadequate to accommodate the emergency preparedness needs of the<br \/>\nAmateur Service in this HF frequency range,&#8221; ARRL said, adding that<br \/>\nthe five 2.8-kHz wide channels &#8220;have not provided sufficient<br \/>\ncapacity to enable competent emergency preparedness and disaster<br \/>\nrelief capability.&#8221;<\/p>\n<p>Access even to the tiny 15-kHz wide band adopted at WRC-15 would<br \/>\n&#8220;radically improve the current, very limited capacity of the Amateur<br \/>\nService in the United States to address emergencies and disaster<br \/>\nrelief,&#8221; ARRL said. &#8220;This is most notably true in the Caribbean<br \/>\nBasin, but the same effect will be realized elsewhere as well, at<br \/>\nall times of the day and night, and at all times of the sunspot<br \/>\ncycle.&#8221;<\/p>\n<p>In its Petition, ARRL also called upon the FCC to retain the same<br \/>\nservice rules now governing the five channels for the new band. The<br \/>\nWRC-15 Final Acts stipulated a power limit of 15 W effective<br \/>\nisotropic radiated power (EIRP), which the League said &#8220;completely<br \/>\ndefeats the entire premise for the allocation in the first place.&#8221;<\/p>\n<p>&#8220;For precisely the same reasons that the Commission consented to a<br \/>\npower increase on the five channels as recently as 2011 [from 50 W<br \/>\nPEP ERP to 100 W PEP ERP], the Commission should permit a power<br \/>\nlevel of 100 W PEP ERP, assuming use of a 0 dBd gain antenna, in the<br \/>\ncontiguous 60-meter band,&#8221; ARRL said. &#8220;To impose the power limit<br \/>\nadopted at WRC-15 for the contiguous band would render the band<br \/>\nunsuitable for emergency and public service communications.&#8221;<\/p>\n<p>ARRL pointed out that the ITU Radio Regulations permit assignments<br \/>\nthat are at variance with the International Table of Allocations,<br \/>\nprovided a non-interference condition is attached, limiting the use<br \/>\nof such an assignment relative to stations operating in accordance<br \/>\nwith the Table.<\/p>\n<p>The League asked that General class or higher licensees be permitted<br \/>\nto use the band.
