In a January 10 letter to the FCC Spectrum Enforcement<br \/>\nDivision, ARRL General Counsel Chris Imlay, W3KD, said the<br \/>\ntransmitters use frequencies intended for navigational aids, air<br \/>\ntraffic control radar, air route surveillance radars, and global<br \/>\npositioning systems.<\/p>\n<p>&#8220;This is, in ARRL&#8217;s view, a potentially very serious interference<br \/>\nproblem, and it is respectfully requested that the products<br \/>\nreferenced&#8230;be investigated and removed from the marketplace<br \/>\nimmediately and that the importers be subjected to normal<br \/>\nsanctions,&#8221; ARRL&#8217;s letter said. Some of the transmitters operate on<br \/>\nfrequencies between 1010 and 1280 MHz. &#8220;These video transmitters are<br \/>\nbeing marketed ostensibly as Amateur Radio equipment,&#8221; the League<br \/>\nsaid, &#8220;but of the listed frequencies on which the devices operate,<br \/>\nonly one, 1280 MHz, would be within the Amateur Radio allocation at<br \/>\n1240-1300 MHz.&#8221; Even then, ARRL said, operation there would conflict<br \/>\nwith a channel used for radio location.<\/p>\n<p>ARRL said the use of 1040 and 1080 MHz, which would directly<br \/>\nconflict with air traffic control transponder frequencies,<br \/>\nrepresented the greatest threat to the safety of flight. The use of<br \/>\n1010 MHz, employed for aeronautical guidance, could also be<br \/>\nproblematic.<\/p>\n<p>ARRL cited the Lawmate transmitter and companion 6 W amplifier as<br \/>\nexamples of problematic devices being marketed in the US. Each costs<br \/>\nless than $100 via the Internet. The device carries no FCC<br \/>\nidentification number.<\/p>\n<p>&#8220;[T]he target market for these devices is the drone hobbyist, not<br \/>\nlicensed radio amateurs. The device, due to the channel<br \/>\nconfiguration, has no valid Amateur Radio application,&#8221; ARRL told<br \/>\nthe FCC. &#8220;While these transmitters are marked as appropriate for<br \/>\namateur use, they cannot be used legally for Amateur Radio<br \/>\ncommunications.&#8221; In the hands of unlicensed individuals, the<br \/>\ntransmitters could also cause interference to Amateur Radio<br \/>\ncommunication in the 1.2 GHz band, ARRL contended.<\/p>\n<p>The League said it&#8217;s obvious that the devices at issue lack proper<br \/>\nFCC equipment authorization under FCC Part 15 rules, which require<br \/>\nsuch low-power intentional radiators to be certified.<\/p>\n<p>&#8220;Of most concern is the capability of the devices to cripple the<br \/>\noperation of the [air traffic control] secondary target\/transponder<br \/>\nsystems,&#8221; ARRL said. &#8220;These illegal transmitters represent a<br \/>\nsignificant hazard to public safety in general and the safety of<br \/>\nflight specifically.&#8221;<\/p>\n<p>The surge in sales of drones has been dramatic.
