Remember the FCC may take up to several business weeks to process paper applications. [Post marks do <span style=\"text-decoration: underline;\">NOT<\/span> count.] (The FCC may take up 15 days to process a mailed application.) Editor\u00a0 <\/span><\/strong><span style=\"color: #993300;\"><span style=\"color: #666699;\">Individuals also may choose to submit an renewal application, on NCVEC Form 605, at any VE Session. [Note: You may be charged a fee for this service by the VEC. It may take up to 10 business days for the VEC to process the application.]\u00a0\u00a0<span style=\"color: #ff9900;\"><strong>Individuals may not\u00a0transmit with an expired license. \u00a0It is a violation of FCC Rules.<\/strong><\/span><\/span><\/span><\/li>\n<li><strong>Individuals must possess valid current credit for Element 2 (Technician) in order to be issued a new Amateur License Grant by the FCC.<\/strong><\/li>\n<li><strong>Element Credits from Valid CSCE&#8217;s are available for 365 days from the issue date.<\/strong><\/li>\n<li><span style=\"color: #ff9900;\"><strong>Individuals may not\u00a0transmit with an expired license. \u00a0It is a violation of FCC Rules.<\/strong><\/span><\/li>\n<li><strong>Current licensees who submit documentation of holding a Technician Class license, issued before 3\/21\/1987, will be granted Element 3 credit. <em>(The Technician written test prior to 3\/21\/87 was the General Element 3 test.)<\/em> <\/strong><\/li>\n<li><strong>There will be no credit issued for an expired\u00a0CSCE (beyond 365 days from date of issue).\u00a0 The rules do not make allowance for leap year. <\/strong><\/li>\n<li><strong>The FCC usually does not release expired call signs for a two year period for re-issue.\u00a0 If you renew within the two-year grace period, you may be able to reclaim your orginal\u00a0call sign.<\/strong><\/li>\n<li><\/li>\n<li><strong>(WHAT CHANGED) <\/strong><\/li>\n<li><strong>Some previously<\/strong> <strong>licensed individuals <span style=\"color: #ff0000;\">(beyond the two-year renewal\u00a0grace period)<\/span>\u00a0can get credit for\u00a0certain examination elements\u00a0that were passed to obtain their prior license, based on their previous license class, as shown in the table above.\u00a0<\/strong><\/li>\n<li><strong><span style=\"color: #800080;\">Those individuals will need to pass the current Element 2 (Technician Class) exam, <strong>and appear\u00a0as an active licensee in the FCC ULS database<\/strong>,\u00a0to be re-licensed.<\/span>\u00a0 Applicants will need to provide documentation of their previously licensed status, and copies to be submitted with their application.\u00a0<\/strong> (Note: Not all VE Teams have\u00a0copiers available at VE sessions.)<strong> <strong><em>\u00a0<\/em><\/strong><strong><em>The VEC and the FCC will research and review\u00a0any claimed exam element credit, based on the supplied documentation. [Note: The better the documentation, generally the the more quickly they will process a claim. ]\u00a0 <b><i><span style=\"color: #ff0000;\">ANY CLAIMED PRIVILGES CAN NOT BE EXERCISED CANNOT BE USED UNTIL THE PRIVILEGES APPEAR IN THE FCC ULS DATABASE.\u00a0<span style=\"text-decoration: underline;\"> Claimed privileges are not granted instantly.\u00a0<\/span><\/span><\/i><\/b><\/em><\/strong><\/strong><\/li>\n<li><\/li>\n<li><strong>Persons who held expired Novice licenses, will receive no element credit.<\/strong><\/li>\n<li><strong>Persons who held expired Technician licenses, issued on or after 3\/21\/1987, will\u00a0receive no element credit.<\/strong><\/li>\n<li><strong>Persons who submit documentation of having held an expired Technician license, <span style=\"color: #ff0000;\">issued before 3\/21\/1987,<\/span> will be granted Element 3 credit<b>, and upon passing the Element 2 exam, <\/b><strong>and appearing as an active licensee in the FCC ULS database<\/strong><b>, after review, would be granted General operating privileges<\/b>. <em>(The Technician written test prior to 3\/21\/87 was the General Element 3 test.)<\/em> <\/strong><\/li>\n<li><strong>Persons\u00a0who submit documentation of\u00a0having held\u00a0an expired General or Advanced license will be granted Element 3 credit, and upon passing the Element 2 exam, <strong>and appearing as an active licensee in the FCC ULS database<\/strong>, after review,\u00a0would be granted General operating privileges.<\/strong><\/li>\n<li><strong>Persons\u00a0who submit documentation of having held an expired\u00a0Amateur Extra\u00a0license will be granted Element 3 and Element 4\u00a0credit, and upon passing the Element 2 exam, <strong>and appearing\u00a0as an active licensee in the FCC ULS database,<\/strong>\u00a0after review, would be granted\u00a0Amateur Extra\u00a0operating privileges.<\/strong><\/li>\n<\/ul>\n<\/ul>\n<\/ul>\n<p><strong>How Exam\u00a0 Element Credit Works<\/strong><\/p>\n<ul>\n<ul>\n<ul>\n<li><strong>Applications and all supporting documentation for any claimed element credit must be submitted, in person, through the VE Session process, and may NOT be submitted directly to the VEC or the FCC.<\/strong><\/li>\n<li>See what to bring to a VE session at: <a href=\"http:\/\/www.arrl.org\/what-to-bring-to-an-exam-session\" target=\"_blank\"> What to Bring to an Exam Session<\/a><\/li>\n<li><strong>Three volunteer examiners must examine any documentation submitted to claim examination element credit(s).<\/strong><\/li>\n<li><strong><em><span style=\"color: #800080;\">Applicants are responsible for supplying acceptable documentation of their previously licensed status, and copies to submit with their application.\u00a0<\/span><strong> The VEC and the FCC\u00a0may\u00a0verify or deny\u00a0any claimed exam element credit, based on the supplied documentation.\u00a0<\/strong><\/em><\/strong>\u00a0 <strong><em><span style=\"color: #ff0000;\">It may take several weeks,\u00a0 to review and process the submitted documentation. <span style=\"text-decoration: underline;\">\u00a0<\/span> ANY CLAIMED PRIVILGES CAN NOT BE EXERCISED CANNOT BE USED UNTIL THE PRIVILEGES APPEAR IN THE FCC ULS DATABASE. \u00a0<span style=\"text-decoration: underline;\">This process will NOT result in an instant grant of license privileges.<\/span><\/span><\/em><\/strong><\/li>\n<li><em><strong>NOTE:<\/strong> Usually, the VEC and FCC will process a successful Technician examination first, and then research any claimed element credit. Successful applicants may appear in the ULS database as holding Technician privileges, while their element credit claim is processed. <\/em><\/li>\n<li><strong>Individuals passing the Element 2 (Technician) exam will be assigned the next sequential call sign in the FCC database. Individuals who wish to regain their original call sign (if available) must apply through the Vanity Call Sign process after they are assigned a call sign by the FCC, and appearing in the FCC ULS\u00a0database as an active licensee.<\/strong> See: <a href=\"http:\/\/wireless.fcc.gov\/services\/index.htm?job=cft&amp;id=amateur&amp;page=cft_get_call_sign\" target=\"_blank\">How to get a Vanity Call<\/a><\/li>\n<\/ul>\n<\/ul>\n<\/ul>\n<p>NOTE:<\/p>\n<ul>\n<ul>\n<ul>\n<li><strong>Individuals whose license has expired, and\u00a0who submit an application received and processed,\u00a0<span style=\"color: #ff0000;\">within the two-year grace period for renewal<\/span>, get all their operating privileges and element credits\u00a0back, upon renewal, and appearing back as an active licensee in the FCC ULS\u00a0database. <strong>( This can be done, without cost,\u00a0either\u00a0on-line,\u00a0by individuals who sign in to the FCC ULS system, or by mailed application to the FCC on FCC Form 605.)<\/strong>\u00a0 <span style=\"color: #ff9900;\">They must not transmit until their expired license has been renewed in the FCC ULS database.\u00a0 <\/span><\/strong><span style=\"color: #800000;\"><em>Note: Paper Applications should be timed to be\u00a0received and processed\u00a0by the FCC within the two-year grace period for renewal. <\/em><\/span><\/li>\n<li><strong> Individuals who choose to submit an application for renewal\u00a0within the two-year grace period for renewal\u00a0at a VE Session may be charged an application or processing\u00a0fee.\u00a0 <b>[See our <\/b><a href=\"http:\/\/w6sg.net\/site\/?page_id=1092\"><b>Licenses &amp; Operating<\/b><\/a><b> page for paper application forms.]<\/b><\/strong><\/li>\n<li><\/li>\n<li><strong>Former licensees who have re-licensed, and hold at least an unexpired\u00a0(or <span style=\"color: #ff0000;\">within the two-year grace period<\/span>)\u00a0Technician license, will not have to be retested, and are eligible for element credit, upon submission, and review,\u00a0of documentation of their previously licensed status. \u00a0<span style=\"color: #ff0000;\"><b><i>\u00a0 <b><i><span style=\"color: #ff0000;\">ANY CLAIMED PRIVILGES CAN NOT BE EXERCISED CANNOT BE USED UNTIL THE PRIVILEGES APPEAR IN THE FCC ULS DATABASE. \u00a0<span style=\"text-decoration: underline;\">Claimed privileges are not granted instantly.<\/span><\/span><\/i><\/b><\/i><\/b><\/span><\/strong><\/li>\n<li><\/li>\n<li><span style=\"color: #339966;\"><strong><em>NOTE: The FCC ceased automatically mailing license copies in February 2015.
